Los Angeles – Several students have filed a lawsuit in an effort to abolish tenure and seniority for grossly ineffective teachers in California public schools. As reported by the Associated Press (AP), attorneys from both sides presented arguments on Monday in the early stages of what is anticipated to be a month long trial.

The first witness called by the plaintiffs’ attorneys was John Deasy, Superintendent of the Los Angeles Unified School District. Deasy gave testimony regarding the difficulty in weeding out teachers who are severely ineffective at their job during the time frame they are on probation prior to being granted tenure, which is 18 months in his district.

When asked whether the limited time leads to some “grossly ineffective teachers” being granted tenure, Deasy answered, “That is my opinion.”

Deasy further stated of the process of dismissing a teacher, “An average successful termination is one to two years… But some cases have taken slightly less than 10 years.”

According to attorney Theodore Boutrous Jr., who said that one study shows a correlation between students being taught by ineffective teachers and a significant lifetime income reduction, is quoted as stating in court, “The evidence will show that the impact of an effective teacher is profound and undeniable… This is the gateway to their success in society.”
