A toddler was tragically found dead in an uncovered septic tank about 50 yards from his mobile home in Hillsborough County, Florida on Saturday, November, 28, 2009. The young boy was reported missing around 3:30 p.m. the day before. The incident began with the disappearance of two-year-old Luis Martinez, from his neighbors’ house Friday afternoon, as reported by Fox News. According to another report, Luis’s mother was apparently under the impression that the neighbor was looking after her child when he went missing. Approximately 400 volunteers, along with dogs, horses, and helicopters, were there Saturday to assist in the search.

Hillsborough County code inspectors on the scene allegedly found 16 code violations around and on the property where the toddler’s body was found. According to a quote from the Hillsborough County code enforcement director, it is the responsibility of the homeowner, not those renting the home, to cover septic tanks accurately, as reported by the St. Petersburg Times. Besides a few additional septic tank violations, other miscellaneous code violations included “improper electrical wiring, windows screwed shut, propane tanks on the ground and broken tie-downs”.

It is believed that Luis Martinez fell through a grass-covered 11 by 13 inch opening where a concrete lid should have been, had the property been in compliance with these maintenance codes.
