Jaycee Lee Dugard Case: $20M settlement reached with the state of California

Sacramento, CA—The state of California has agreed on a $20 million settlement for failing to monitor a convicted rapist who held a woman prisoner for 18 years. Lawmakers approved the settlement for Jaycee Dugard on Thursday, July 1, 2010, as reported by USA Today.

Jaycee Lee Dugard was kidnapped from a school bus stop in South Lake Tahoe, Calif. on June 10, 1991. She was held for 18 years against her will in the backyard of Phillip and Nancy Garrido, where Phillip fathered two daughters with her. Dugard and her children were hidden in a secret backyard shanty in the eastern San Francisco Bay area city of Antioch when they were discovered. On August 26, 2009, Dugard and her daughters raised suspicions with Garrido’s parole officer, which led to an investigation that uncovered the positive identification of Jaycee.

In February, Jaycee, now 30, and her daughters, ages 15 and 12, filed claims that alleged that the parole officers with the Department of Corrections and Rehabilitation didn’t find them while Garrido was under supervision. The parole agents began supervising Garrido in 1999. The Duggard’s claimed psychological, physical and emotional damages as a result of being held captive.

The settlement money will be used to buy the family a home, ensure privacy, pay for education, replace lost income and fund years of therapy.

Phillip and Nancy Garrido have pleaded not guilty to charges of kidnapping and rape.
